A default “This Website is Under Construction” page may appear when you visit the main web address of your new web hosting account. You would need to remove the page before you upload your website or install a web app.
It is an index.php file located in the public_html directory of your web hosting account. Once it is deleted, you would be able to upload your website or install your web app.
